Okay, I’m making a video on Windows Movie Maker, and I have a question about something. How do you draw on the person and then put it in the movie. I know how to do it with the pictures but how do you do it with a video? And also how do you add another picture in the background like a cutout? Thanks

You can’t do either with Movie Maker. The first thing, drawing on a person, requires an overlay track. The only overlay track available in Movie Maker is for titles. This only allows for text.
The second thing, cutout type effect, is called ChromaKey. This isn’t possible either. This also requries an overlay type scenario. Your best bet is to use something like Pinnacle Studio, Ulead Video Studio or Premier Elements from Adobe.
