How do I, like the movie makers, input certain things and effects into the shots I have recorded.

Like, for instance, if I have a static shot of a house, how would I or what program do I use to make that house look dirty, run down, and older than it is.

Specifically, I am making a post-apocalyptic short and I want to make certain things in the shot look older than they already are.

I guess that’s Adobe Premiere.
