does anyone know of any free digital editing software that I can use to make an animated movie with out of pictures? I would need to have the option in it of making the timing sped up as well (to where you can actually put as many frames per second as needed) Thanks!

If you’re doing old school drawn on paper frame by frame stuff or stop-motion or 2D, I’d suggest MonkeyJam. It’s free.

If you’re on a Mac, use Pencil.

If you want to do Flash animation like the stuff on Newgrounds.com, either use Adobe Flash or Synfig, which is free.

Keep in mind that these are animation programs, not digital image editing software. You’d have to do your image alterations in another program (like Photoshop, GIMP, or Paint.NET) then import your images into the animation software to make it into an animated movie.
As for learning how to animate, there’s definitely some basics you need to learn.
