For camcorders that are cheep I would recomend something like this camcorder http://reviews.cnet.com/digital-camcorders/panasonic-pv-gs39/4505-6500_7-31660660.html?ar=o&tag=pdtl-list This camcorder offers an external microphone port ( if you want to use a nicer mic) as well as ture widescreen quality so you don’t loose quality when you recorder widescreen. It also does good low light recordings and does pictures ( they are bad quality though). Plus its cheep at around $ 220 . As far as software goes… Well that depends. Personally I like Sony’s Vegas movie studio. I might be partial to it as it is what I first started on but, overall it is a good quality program for the price.
