“stuff” is a little vague. There are several department heads who are each responsible for dealing with the rental and/or purchase of equipment in his/her department. Depending on the scale of the movie you generally also have a Unit Production Manager who is generally in charge of overseeing all operations for the production. A Line Producer is dealing with the budget and ensuring that it stays on cost. The Art Director oversees the “sets” and has staff that rents, builds, purchases items to make things look the way they want it to. Hope this helps a bit.
