He also hooks up with some girl and takes her along. Plus there was a scene where 8 guys try to get him and they have electric sticks and they can’t hit him.

Your movie description reminds me of more than one movie. I’m reminded of Johnny Mnemonic (1995) in which Keanu Reeves has an implant that allows him to securely store data too sensitive for regular computer networks. He has to remove the data and avoid being killed by assassins sent after him by “The Company” who owns the data. Then I’m reminded of Minority Report (2002) in which Tom Cruise “hooks up with some girl and takes her along” while both are hunted by “The Company”. Several fellow police officers use electric sticks on Cruise to subdue him but are unsuccessful because he turns the sickening-sticks on them. But I can’t think of a movie that exactly fits your description. Are you sure it was a micro-chip? I’ll keep thinking…
