You can always contact the studio or production company and ask if it is possible to pitch an idea, but never, ever, convey it over the phone to anyone, even if they insist upon hearing what it is about. And what you also should do, is when you do go in, get something in writing stating what was discussed. You best best bet is to have an outline and script saved and archived in your computer.
