How/where to get Avatars?

Question by tayhawk24: How/where to get Avatars?
I always go on forums and message boards, i dont post, but i always see everybodies awesome avatars…..is there a site i can make my own, or where is a good site to get quality avatars?

also, im not talking about still pictures…..the one of clips/movies from shows/videos/ etc.
ps….i want the sites to be safe, if it isnt just tell me…no biggie
