You would be after Adobe Flash from Adobe.com
Its not free and Adobe who bought out Macromedia a while back are the ONLY company that designs the software.
I must admit that you don’t actually make movies in Flash as there is no movie making application – you need to use Adobe Premier and then export the file to Youtube which uses the Adobe Flash codec which is actually pretty crappy compared to h.264 which is the Bluray codec.
