It’s tough being in the movie, so why don’t make one??
but money is the problem,
So could make that with that kind of budget…

You could get something together for sure and in a way you answered your own question. Depending on where you are at there are always people that would volunteer to get a credit. The lower budget means more planning up front but through networking and beg, borrowing & stealing shots you could be in business. The main hurdle is hardware but if you have a lighting guy and a camera man or at least a camera and some mics you can do something. Just think the shots through from the Post-Production side. Get a certain standard of quality in audio and lighting. Plan each shot for consistency. These are the areas where things can fall short and a project never gets done. Editing is the bottleneck if there are too many issues. Also if you approach Post as an afterthought dreams can die really quick. I am with you nothing is impossible especially if you have something original. Do all this and this you just need to promote it. Good Luck!
