Help or tips on creating a AI?

Ok this may be hard to understand but i am looking for some sort of guide or tips for making an AI. I would to create a basic one that does nothing except talk, but advancedly, such being able to answer questions, not just say things like hello, and how are you. Any help will be VERY appreciated. BTW if you have seen the movie WarGames, then i am trying to create a talking AI such as Falkens, where at the begging they had a conversation.
