Help with video softwear?

Ok, so I’m working on a drama project and we have to make a movie. For one of the scenes i am in a tv and i need to be on like a “fuzz” channel. So i need a softwear that willl allow me to make it so i can have me, walking along “fuzzy” background. I downloaded Ulead but it doesnt seem to have anything that allows that. Does anyone know how to make this happen?

Virtualdub is free software that I use to create special effects for movies. I also use Nero 6 Movie express, that has alot of effects and transitions. If the video software permits, a person can add or remove effects filters.
