Okay, I know the majority of you have seen the “Fan Flash” type videos on youtube.
Well, I tried to google the above question but could find no specific answers.
So what im trying to ask is what program do they use to make these animations. I mean,They look hand drawn and i have a scanner so that part is no problem. But How exactly do the animations come about? how do you create a “Fan Flash?”
Any serious answers would be greatly appreciated. I have a project coming up so please answer quickly.

There are a lot of ways to answer this question so..
You would need an animation program like adobe Flash Professional, or photoshop extended. These will be pricey, so shop around if you can for programs that are cheaper.
When you find an animation program look up in google the name of the program + animation tutorial. The tutorial should take you step by step in what to do for your animation.
Frame-rate should be set at around 30 frames/ second btw.
If you absolutely can not find an animation program. You can start off with extremely simple animations using Movie Maker on your computer. Set the speed of the frames as fast as they will go and place the images in consecutive order. This will be a very choppy animation method, but I’ve seen it work well enough for beginners.
