Video has always had this look. Only recently have motion pictures been “filmed” using video and then transferred to film. It is the grain in the film that makes it look like it does.

There may be some plug-in’s available for some of the better video editing software, but I doubt you will want to spend the thousands of dollars necessary to use them. (my old editing equipment cost over $ 40,000 and the video editing software was another $ 1,000)
