I somehow turned of scripts and activeX . I get a text box every window asking if I want them to run. How to turn back on?

If talking about Active X you must refer to Internet Explorer (guessing). Are you trying to say that on every page you visit you are being asked to install Active X ??? If that’s correct that VERY fishy !!! Active X basically installs .dlls (programs) on your PC once allowed by clicking on warning bar. For safety reason IE should be configured do display warnings, otherwise you will get unknown programs (possibly malicious) installed by browsing net. Examine carefully context of warning including certificates and its dates.
By the way generally surfing with IE (and particularly with: Active X script, Java script and META refresh enabled) is in my opinion very bad idea which almost for certain guarantees troubles – see references:
