Adobe Photoshop, After Effects, and Final Cut Pro.
Photoshop would be used to create and edit the still graphics, such as the buildings, the frames (the graphic frame surrounding one of the video clips), and the backgrounds. Or even Adobe Illustrator, which is another great design program, though more people are familiar with Photoshop. Those would then be imported into either After Effects or Final Cut Pro (depending on the shot/edit).
After Effects is good for the complex animation and transitions, such as the lens flare, the “dancing” buildings, and so on.
Final Cut Pro is then used to combine the elements together, along with music, into the final seamless title sequence. with all the elements together, you then do color correction (getting those colors just right) and sound editing for final output. Final Cut can also do text, but for more complex text effects I would use After Effects.
As for the specific process in doing all this, it’s fairly complex. If you are not familiar with these programs, I would seriously consider finding an inexpensive freelance computer artist to do this for you. It will save you time and massive headaches, and the look a professional will give you for your production will far outweigh the small cost of hiring someone.
