I need a video editing software that can do picture in picture effects?

Question by im either trolling or insulting u cuz ur a dummy: I need a video editing software that can do picture in picture effects?
I have been making a lot of movies lately. Mostly, I love windows movie maker and can do a lot with it. However, there is one effect that I want. I want to be able to superimpose video onto each other. It’s also called PiP effect. I would like the software to be freeware, but i wouldn’t mind forking over a bit of cash for it.
Basically, I hope for something where I can take for example, a movie of me talking, cut out the part of my face in the video and put it on say… Barrack Obama’s head. I know I could do it manually, but that is painful. Any ideas/recommendations?

I recommend Adobe Premiere Pro. Thru the usual channels that is an expensive programme tho.
