I need good inexpensive video software!?

Question by koolgurl94: I need good inexpensive video software!?
Okay, so I want good but inexpensive video editing software. At my school for our television broadcast in ASB we use Pinnacle, and I know how to work with that. However I do not know-
1. How much it costs
and
2. If it can make clips go backwards.
I know it can capture the tapes on a tape-camera. I have a video camera that does not use tapes (we haven’t used it for years we hooked it up to the TV once or twice) and I also have a digital camera.
Now I’m only a teenager and I don’t have tons of money, but I’m willing to spend a little for good stuff. My ASB teacher wouldn’t tell me how much it costs.
Also, I want it to be able to play clips backwards. Just an effect I would love. If Pinnacle does not have this, is there any other good software I could buy or download that has this effect?
Please help, I love film and I want to be able to create nice movies!

I forgot to mention.
I have a Windows computer (or else iMovie would tie me over) and it’s pretty fast. Unfortunately I only have 2 GB of RAM and it can get slow when running large programs (such as Sims2 and Windows Movie Maker, which I despise)
Pinnacle works fast on an old slow computer at my school so I wanted to find out more about that.
