I want to combine photos and video?

I am trying to make a video/photo montage for a class. I want to have a video playing in the top on the screen and have photos scrolling along the bottom at the same time the video is playing. I have seen this before with a slideshow background and video playing at the same time but how do you do it? What software do you recommend (free is better lol) I have some stuff on my pc like movie maker, picasa, and cyber DVD stuff thanks!!!
That makes sense I want to layer the slideshows and videos do you know where I can get that for free lol

If you get sony Vegas for free (but I think it’s illegal. XD) then you can have layer things where you put one layer covering half the screen, then the other layer covering another half of the screen so they run at the same time! If that makes sense. XD
