Is it legal to make an animated movie using a historical figure as the main character? Or does someone own the right or are they protected from use? What if the person is alive? Then is it different?

If the person is alive, you have to have permission. If they are not, you don’t.
This is easily done by changeing the name slightly or the spelling.
Like if you wanted to parody Mel Gibson, you could make a character look like him and call him Mel Gidson. People would know what you are getting at. This tactic is very common.
