My 15 y.o. daughter remembers a movie where children (orphans?) where being kept in a basement (?) and were forced to make human hair into lace? Anyone heard of such a movie?

I used to watch that movie all the time when I was little, and I actually got it from the library about a year ago to re-watch it, haha. I used to be scared of it actually!
