Q&A: Animation programs for preteens?

Question by Indigo: Animation programs for preteens?
My brother is almost twelve years old and is very much into making “cartoons” as he calls them, using hundreds of PowerPoint slides to make short movies. I was wondering if there were any programs that might teach him to use his 3D animation software (or other things) to make videos. If there are any programs (either online or in the clark county or portland area) that you know of please let me know!
