is a very interesting online flash builder. It supports basic frame-based animation and works much like early versions of Flash. It can save swf files, and it’s completely online, so you don’t have to install anything. It doesn’t support actionScript, but it does have some other interesting features.

pencil

Is a very interesting open-source tool that specializes in creating flash animations. It looks quite powerful, but it can be a bit tricky to use.

flash develop

is a very interesting programmer’s IDE which lets you design flash content with code. It goes especially well with the Flex compiler, allowing you to build complete flash applications without Flash. It is a programmer’s tool, though, and won’t make much sense if you don’t already know how to program.

swfTools

is an interesting set of command line tools that allow you to quickly convert various types of media (images, audio, video) into swf format. Not pretty, but very effective.
