1. Can take quality photos
2. Can make videos and can pause while filming so I can consolidate multiple takes into one movie
3. I can buy it for under $ 400

For under $ 400, forget it. You are way out of the ball park here.

For around $ 700 you can get started with a camera like the Nikon D3100, but if your goal is to produce video based motion pictures, you cannot even rent what you need for a day for $ 400

My guess is that you have not taken any classes in film making.

The cost of producing films, from actual film or a video base is one of the first things covered in class when you learn how to break down a script into a shooting script and then build a budget from that shooting script.

If; you just want to make YouTube shorts, then for under $ 400, you can buy any decent P&S camera with about a 20 x optical zoom with HD or even Full HD video features.
