Q&A: How can I make a picture shorter than a second?

Question by Jessie <3: How can I make a picture shorter than a second?
On windows movie maker it only lets me make it either a second long, or if i go to tools>>options it will make it so every picture is that long, is there a way i can give different pictures different times?
okay, by shorter than i second i mean like .6 seconds, okay?
