Can a under 16 sell scripts for websites online? If so what legal sides would need to be covered?

How were you planning on selling them and getting paid? Unless you are over 18, you will not be able to obtain either an eBay account, an Amazon Merchant Account, a Google Account, a PayPal Account, or a Credit Card Merchant Account, nor will you be able to register your business or obtain a tax license, etc.
