What can i use to fill the head of a duct tape dummy?

Question by Sean: What can i use to fill the head of a duct tape dummy?
i am making a duct tape dummy of myself that will be used for a mannequin of my self for making halloween costumes and as a stunt dummy in movies i make. i need something that i can fill or at least coat the head with that will be hard and cheap but won’t easily break or distort the face. any ideas?
