I used to think it meant it took them that long to make the movie, but I saw this movie advertisement where the guy said “1 million years in the making” D:

Basically you are right. If movies said 7 years in the making
it meant that from start to finish it took 7 years to complete.
This other thing must refer to something else. Probably
some movie dealing with prehistoric times. There was a film
where present day people went back in time to hunt prehistoric
creatures. Think it was “A sound of thunder” or something like
that. Just a guess on what that meant.
