Well if you want more of a GAME, you could get The Sims 2. It is pretty much a game, but it has a built in video recorder tool that lets you record video of your sims, then you can edit the video and make it into a movie. Here is an AMAZING example of a movie made with The Sims 2.

But if you want something a little more dedicated to making movies, you could try out the game, The Movies. You basically start a movie making business, hire actors, make sets, and a bunch of other stuff. Plus, you can edit the clips that you recorded either in the game, or with something like Windows Movie Maker or Sony Vegas. Here is a link to The Movies.
