I am shooting a video this summer and need a good but not very expensive camcorder that I can cut things out and shoot this movie with.

Actually, any camcorder on the market now can do what you want. However the choice you make will determine how well your final movie will look. Theres many questions that need answering when you choose a camcorder that would produce a video that would be made into a movie. However to keep costs down, you can get any camcorder that you can afford and make those movie like effects afterwards in the software that you use to edit the video.
My recommendation is to grab a bunch of new tapes and record all the footage you want. Then when youre done, get all that footage onto the PC and then do the editing. Dont do the editing on the camcorder itself.
Finally I do like the Panasonics line of camcorders the best. They have the fairest detection of colors in various amount of light. Generally, the higher the sensitivity of the camcorder in low light (lux rating), the better the camcorder is in detecting colors.
