These two old people, I believe are spirits, give the kid this hair creme because he is bald. He uses the hair creme and his hair starts growing really fast and doesn’t stop. They start making paintbrushes from his hair and paint paintings that become real. They go inside the paintings to hide from the main character.
I don’t remember much of the rest of the movie.
I think the movie is a little older, maybe late 70s-mid 80s.

well, i am pretty sure that this isn’t the one ur talking about because it doesn’t sound like it, but in Barbie Rapunzel (the movie) she paints pictures so she can go and see the prince, and then she walks into the picture and paints doorways back and whatever so she can teleport out of the tower with her magic paint/paintbrush
