Who makes decisions regarding a major production of a new movie?

Question by The Answer Man: Who makes decisions regarding a major production of a new movie?
When major motion picture organizations — such as 20th Century Fox, Universal, MGM — come out with new movies, what was the process that led to creating the film on a grand scale for release on the “big screen.” Who made the decision(s) to launch the project? How was this person or these persons approached, or what did they do to come up with the idea? I have an idea for a great movie, but I have no connections with major movie companies to make it happen. How can I get through to them?

Scripts are submitted to the production department, who look through it to determine any value.

Sometimes the director brings in a project.

the studio bankrolls the project.

YOU need an agent to stump for you, as no director, actor or studio will accept an unsolicited script for fear of charges of theft and plagiarism
