If i publish a movie on Windows Movie Maker will i be able to go back and make changes on the movie again? Because I am doing my history fair and the rough draft is due. It is not the finished documentary and still needs work. So after I publish it and turn it in, will I be able to make more changes to it before the final project is due?

Yes, you can edit it again after publishing. The only thing is, the published video will be in ‘new project’ form. In other words, individual clips used in the original project can’t be edited in this new project individually.
You will need to ‘Split’ the published video to edit it for the final draft.
