are there people who sell ideas for scripts for tv, film etc but dont actaully write them? how much do they earn ?

The short answer to your question is YES there are people like that. HOWEVER before you get too excited, these positions in the industry are “usually” held down by people who have had a pretty broad base of experience with scripts, writers and writing in general. They in turn use that experience to figure out stories that would or would not sell in the marketplace. It’s quite a bit different than just sitting around throwing out ideas.
During an interview with I think, Joe Eszterhas on the radio, he mentioned someone whose job it was to come up with these stories and for inspiration they looked through the papers. One such story landed him an idea which paid off around 20 grand. Though I think that figure may have been a bit inflated. The work is few and far in between because with all the writers out there, very rarely are the studios ever hurting for scripts.
