I am making a funny Shirt for my dads birthday and I am using the WIN “ROCKY” WIN shirt from the movie as my guide. What version would be correct and why?

I believe that the shirt makers were/are less concerned with punctuation than they were/are with *emphasis* and *duplication*. Thus, you have seen the design used in the “Rocky” movie series: WIN “ROCKY” WIN.
In your example, it would be equally correct to use either version because it is not a title. If you want to place emphasis on the word TAMPA, you may use the quotation marks. With WIN “TAMPA” WIN you will capture both the emphasis on “TAMPA” and the popularity of the shirt design from the “Rocky” movie series. That would be my choice were I receiving the gift :).
You could accomplish the goal of emphasis with a different color, different font style, different font size, etc., but you would lose the popular design.
It should be a very cool gift for your dad!
