My brother and I have a hobby of making short, funny skits and putting them together to make a volume of what we call laugh out loud inc. We have four volumes so far and have been using mac imovie to do out editing however, we would like to be able to do it on my laptop which is windows. Is there anything I could download with lots of features for a reasonable price? I need advice.
It would be great if you could draw over the screen or something.

Sony vegas i believe. I think its $ 60 not sure.
