Best Movie Making Program?

I have a windows xp computer and i like to make movies but windows movie maker sucks. I want a program that has a ton and i mean a ton of effects and easy to use for my movies. Also something with a green screen effect would be nice. I have looked at a few and im not sure exactly which one is good. Money is not a problem but i do not want it outrageously expensive.
