Yeah this is how you do it: You click on the event pan/crop icon on the clip (The square icon). To do this effect you have to zoom in a little on the video so you have room to go side to side. You put your cursor on one of the four corners of the picture of the video and drag in a little. Then you drag the video to one side and click create keyframe on the bottom toolbar of the even pan/crop window. After this you drag the blinking orange a blue line down to the right about a couple frames and drag the video to the opposite side and make another keyframe. Repeat this over and over for the whole clip. Sorry this was a little complicated.
