Best free 2D animation software?

Question by : Best free 2D animation software?
I’d like to move on from GIMP and Windows Movie Maker to make slightly better animations. Since I don’t think I’m quite ready for a more professional program yet, what would be the best FREE program for 2D animation?

It’s a nice website with a great community of people and a free frame-by-frame animation program.
