I’m sure its a little bit of both. They have a script for the show. But also have to improvise on certain circumstances.
Also, they have some freedom of speech to a certain extent,. as I dont think the WWE will allow the announcers to express their real emotions for an actual wrestler when infact they dislike that particular wrestlers.
The play by play is not scripted, as they go as they see the match, move by move. Their character is sometimes tweaked, depending if the announcer is heel, tweener or face.
