I am not so sure how to phrase this but,
I am asking how people make their images like kinda like a stop motion video, but like a picture?

well a film is a collection of pictures with different shots, running usually at framerates of 29.97 (PAL) it differs with (NTSC). So to make a picture movie you can use applications such as Movie Maker on XP Or Apple Macs only version, other products such as Paint Shop Pro can do it, if you google how to make stop motion video or a moving image, it will give u it if you are meaning an image this can only work on gif format. Paint Shop Pro is your best bet for cheapness
