I want to minimize dropped frames. I also want to record some simple narration (at 22 kHz) in Audacity while I do this. Can I raise either of these programs’ priorities to achieve the desired results or will it make my system unstable. I have Windows XP, 2gigs of Ram and an AMD Sempron 2.2GHz

You could if you want.
Just be aware that it will make other, lower-priority programs slower.
Also, raising the priority will only increase speed, not quality
