I notice a lot of documentaries use short clips from TV and other movies. Does the filmmaker need to get permission to do so from each film company? Sometimes the clips are from the 50s and 60s. How hard would that be to get permissions?

Perfectly legal, as long as you use less that 10% of their footage. You also must give credit to them either when you add their cut scenes in or in the ending credit. You must give credit by state the name of the movie/documentary you got the clip from, the year it was released, and the publishing company’s name.
It’s recommended that you get permission, but you are allowed to use under 10% as long as you give credit
