Do you have a literary agent? Nothing gets bought or sold in Hollywood without an agent being involved. Studios do no accept unsolicited scripts. The scripts are brought to them by agents who represent the writers. It is up to the agent to negotiate a deal with the production company or studio.
Who said your script was being sent to the head of development? And even if it gets to his/her desk, it’s just one of dozens that they receive every week. And of the ones that they actually take the time to read completely, maybe only one or two may be bought.
So, no, it is not “most likely in the process of being sold”. It has a shot of getting into the hands of someone who might eventual initiate the sales process. But if you think you are about to get a check in the mail, you are mistaken
