I need to make a short film that looks really good. I need all sorts of special effects and voice overs. My question is which is the best under 150$ and why? Can final cut be used with a windows computer and Ive heard alot about Sony Vegas and Adobe premiere. I basically need effects like black and white color changes as well as other color changes. Slow and fast motion controls, voice overs and some other effects that look good on short films. Please help!!!!!!!!!!!!!!!!!

I use Roxio’s Creator 10, its not as much as 150$ but its a great program.
