I do NOT want a link that is just pointing to 1 big torrent with a bunch of script. I would like an actual torrent site that specializes in scripts.

I kind of doubt there is a torrent site that has individual PHP scripts. Most actual computer code is relatively small and could be downloaded via http or ftp. Its usually things like graphics, animation, and music that really enlarge the size of programs/websites.
When I ran a yahoo search on PHP scripts, these were the top four hits:
