I’m making a short movie for a contest at school and I want to legally use a song that I like for the background music. Is it hard to obtain permission to use it? Like, what should I do exactly? Write a letter to the band?

Contact the publisher.
You can search the records of the US Copyright Office online or the records of the various Performing Rights Organizations to find out who the publisher is. [ASCAP, BMI or SESAC]
Google it. They all have web sites.
