The first is black and white. A scientist makes an elixir or potion of sorts that makes you strong. I remember they thought it was the cereal making them stronger, so they ate it before every lifting competition. I can remember him accidentally bending a light post over.
The second is probably from the eighties. A kid gets shocked by a computer and becomes as smart and efficient as one.

I think they are both Disney movies. One might be The Strongest Man in the World and the other might be its sequel The Smartest Man in the World.
