So I am making a video for my boyfriend for Christmas using windows movie maker. I was wondering, once I put it on a disc who can I send it to to get the pixel quality fixed and to add a design to the disc? Any ideas would be grand, thank you!

You can buy a printer that will print a design right on DVDs, but they’re pretty pricey. Just buy sticker paper cut into the shape and print onto that, then stick it on the disc. You’re pretty much stuck with the definition you recorded it in. If you try and enhance video from a typical personal camera, you won’t usually get very far.
