What is, hands down, the best movie making program?

Question by John Cervera: What is, hands down, the best movie making program?
I am looking for the overall best movie making software out there because, quite frankly, Windows Movie Maker just sucks. I am using a PC, Windows Vista, and price is not an issue. Good intro and end effects are welcomed, but not necessary.
